$30 rubbish fee soon to be trialled: Reasonable charge set to raise recycling awareness

WASTE charges of HK$30 for threemember households would beacceptable to most, says chairman of the Council for Sustainable Development (可持續發展委員會) Bernard Charnwut Chan (陳智思). Chan cited public support from a consultation completed last month.

He said the waste charges will be trialled in selected buildings. “Personally, I think that the charges should not be set too high,” said Chan. “We don’t want to see people breaking the law if charges are set too high.”

Chan said the charges can be just enough to make people aware of waste reduction and recycling. But Greeners Action (綠領行動) said if the charge was too low households might not have an incentive to reduce waste. The group launched a domestic waste trial at a residential building in Prince Edward (太子) in November. It provided the bags for residents to dispose of nonrecyclable waste. The bags came in two sizes, with a cash value of HK$1 and HK$3 each. Participating households reduced waste by 30 percent.
